Major Cabinet Changes: Gwenigale, Tarpeh Replaced

first_imgSpecial Statement to the Nation by President Ellen Johnson Sirleaf, Delivered Sunday, November 16, 2014 My fellow Liberians: Even as we continue to combat the Ebola virus and strive to achieve our national objective of zero-new-cases by Christmas, we must also attend to what will be a difficult job of recovery – recovery to the health care system so that we deliver health care services all across the country and are better prepared for any epidemic of the size and scale of Ebola; recovery to the economy so that we are repositioned to produce more opportunities and afford decent and better living conditions for all our people; recovery to governance so that notwithstanding the superficial differences which haunt the body politic, we can still remain enjoined behind the common purpose of national healing and reconstruction. This requires a team that is adaptable, responsive, disciplined, loyal, and focused – a team that is understanding of the prevailing challenges, and are resolved to respond by taking appropriate risks to get things done on time. It is my job to continuously vet and ready such a team for the challenges we currently face and those that lie ahead. And so today, I announce a number of changes to the Executive Branch of the Government. A few are transferred or reassigned, signifying our recognition of their capabilities and performance. Others are dropped from where they served, but will be given appropriate opportunities to continue to serve the country. I am deeply grateful for the services and contribution of all of those we who have served or continue to serve. We are not short on expectation that going forward, each working day – indeed each working hour – will be spent not only on catching up and continuing with the transformational agenda of the country but also to exploring creative new approaches by which we deliver on the agenda within the limited time of our stewardship. My hope is that this team will take us to the finish line. But make no mistake: As Captain, I will not hesitate to change anyone who fails to meet our expectations. “The Fish Begins to Rot from Its Head”

King)The ongoing Economic Dialogue has been well covered in the local media and has, as indications suggest, raised hopes that an end to the country’s economic woes is in sight. But the hopes appear guarded in view of the worsening economic situation. President Weah has already declared that the outcome of this dialogue will be backed by strong political will; meaning, that he will strongly support the implementation of policy recommendations intended to fix the economy.But suggestions from some quarters (supporters of the President) that such commitments will be honored appear unlikely if concerns expressed by Bong County Representative Robert Womba are anything to go by. His concerns about extra-budgetary spending appears to be resonating with the public.Predicting another budget shortfall should the Legislature not become sufficiently knowledgeable of the matter and take the requisite corrective actions, the lawmaker cited several instances of extrabudgetary spending and illegal manipulation of the budget after it has been passed into law and printed in handbills.In one of the instances cited, Representative Womba drew attention to the Ministry of Youth and Sports which, according to him, spent over a million dollars, even though only US$300,000 was allotted in the 2018/2019 budget. Another example, he said, was the Ministry of Finance, which had been allotted an amount of US$51 million but which added an extra US$10 million, without proper approval, and which was unlawfully spent.The representative also pointed out that several agencies of the Executive branch of government have made huge increases in their 2019/2020 budgets respectively.Notably, these increases in the budget are being made at a time of great economic difficulties, with so many people staring hunger in the face, lack money to pay school fees and attend to other critical needs. At the same time a few individuals are seen to be virtually living it up.President Weah’s large delegation to Japan recently raised public eyebrows, given the costs which estimates placed at above one million US dollars. Just why was such an expenditure necessary may prove too difficult to explain to the Liberian people who are demanding answers.Thus, while promises made to support the outcome of the Dialogue with strong political will is welcome news, this newspaper is constrained to caution that such commitment must be demonstrated through concrete action and not just through talk. As the Daily Observer has repeatedly pointed out, when governments make pronouncements which they cannot follow through, it undermines their own credibility and fosters increased public distrust.All those extrabudgetary expenditures highlighted by the Bong County Representative are examples of how public funds are siphoned off by dishonest officials.More to that is the current “Salary Harmonization Plan,” which is currently being implemented and against which public opposition is growing by the day.And such concerns are exacerbated by the corresponding rise in consumer prices and drastically fallen real income occasioned by this scheme which, according to civil servants, is skewed and highly discriminatory, aside from the fact that it has severely dented their income and undermined their ability to meet their needs.This newspaper remains convinced that other means can be explored through which savings can be realized. However, this government needs to come to terms with the fact that it has bloated the payroll to unsustainable levels.Disclosures, for example, that the Ministry of Labor has allotted an amount of US$500,000 as money to pay consultants, drew the fire of lawmakers to the minister because, as one legislator (name withheld) told this newspaper, the money appears intended to be used to pay new entrants to the Ministry of Labor’s payroll.The minister fumbled and could barely explain to senators convincing reasons for such budgetary outlay. In similar straits also, was Finance Minister Tweah, who fumbled and fidgeted as he tried to explain variations in the payroll numbers he provided to legislators.In view of the above, President Weah’s expression of commitment and support to the implementation of the outcome of this Economic Dialogue will be measured by cuts in extrabudgetary expenditures, a halt to illegal manipulations of the budget after it has been passed into law and above all the stern measures he will take to address the scourge of corruption.But the buck will have to start from him and he can do that by becoming fully compliant with the Asset Declaration law, ensuring the compliance of his officials and dealing sternly (prosecute) with those crossing the line. Using himself as an example is the surest way to express political will in the fight against corruption because, as former President C.D.B. first_imgBY EMMET RUSHE: We are half way through January.According to statistics, the majority of new year’s resolutions will be starting to fade into distant memory, as the resolution makers decide that this wasn’t actually their year.Are you one of them? Do you talk yourself out of going to training?Do you convince yourself that the reasons you have are actually THAT important and not just another excuse?Did you forget your gym bag again, and now you can’t train?Do you just admit that you don’t feel like going to the gym tonight and that Netflix is a more appealing substitute?If any of these scenarios sounds like you, you are not alone.Statistics tell us that by the end of January, 92% of people will have given up on their resolutions, with only 8% of people actually achieving them in any given year. The top 10 resolutions that most people make are to;1. Lose weight2. Get organised3. Save more money4. Enjoy life5. Staying fit and healthy6. Learn something new7. Quit smoking8. Help others9. Find love10. Spend more time with their familySo why is it that we can’t seem to stay on track with our goals?Most of the time it is because we have more than one.How many of the list above do you recognise as yours?If you have more than one, chances are that you won’t achieve any of them.If your goal is to finally lose weight this year, make that your only goal.You have to give it all of your attention.If you have ever tried to set weight loss goals, you will know how difficult it is.Having a conflicting goal that you are trying to achieve at the same time will take away your focus from what you really want; weight loss. If you really want to lose weight this year, and by really, I mean if you REALLY want to finally lose those unwanted pounds, I am going to give you some tips that will help you to skip the excuses and stay focused with your good intentions.1. Always have your gym bag with you.Now, I am not saying that you have to walk around with a backpack on, like you are going hiking, but having your gym bag in your car or at your office will mean that you have no excuse when it is time to go training.Just remember to take it home in-between days and wash your training gear! ☺2. Have your training partner on speed dial Having a training partner makes starting training much easier.It is always daunting starting in a new gym or in a new fitness class.The best thing about having a training partner is motivation, you are less likely to skip a session if you have to be accountable to someone.3. Go to a fitness classThere are 2 things that are sure to make people give up on training.Lack of structure and lack of motivation.If you have never been to a gym before, starting out with no idea of what you are doing and with no structured program to help you train properly, is asking for failure.A fitness class is a great way to train with a group of likeminded people.There should be a structured session each time you are there and you will get a bit of progression on a week to week basis.You have the added benefit of getting to know the instructor and having them keep you motivated and accountable for your goals.4. Try different exercisesTrying a few different types of exercise when starting out is a simple way to keep you interested.You will get to try new things and find something that you actually enjoy and might stick to long term.5. Have an open mind.If there is one thing that you should know when starting out with exercise, it is this;You won’t always enjoy your exercise sessions!This is sometimes the biggest downfall of new gym goers.You will be sore sometimes.There will be exercises you won’t be particularly good at.You may not be as fit as others in the class or gym.You may feel confused at times.This is to be expected. We were all there at one stage or another.
